Senate GOP Embrace President's Call to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to diminish as Republican senators floated a plan toxic to Democrats: scrapping the ACA, known as Obamacare.

Deepening Impact of Federal Closure

The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As weekend meeting got started, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Opposition lawmakers shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker responded to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and continue the subsidies for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the tax credits.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts suggested that the core of such a proposal would eliminate the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
