Sheffield Wednesday Confronts Serious Challenges, Declares Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The Championship club's persistent issues are seen as a "significant problem" and the football regulator is looking to gain the ability to look into club affairs in such situations, the recently named head the regulator has stated.

Through a comprehensive talk, Kogan, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four supporter groups representing the Championship side this week.

The team have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on five separate occasions, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Sheffield Wednesday is one of the iconic names for the English game and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they require examination and dealt with."

Monetary Issues and Leadership Concerns

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the football authorities in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where fans are dedicated to a local institution that has existed throughout their lifetimes in many cases.

"I completely understand Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the followers."

When asked if the regulator could force an owner to sell a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is commence engagement with an particular organization, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the chairman's encountering," the regulator explained.

"However, realistically, when you look back over the history of football, over the recent generations there have been some owners, few in number, but particular people who have shown negligence in the manner they have operated their organizations and finally refuse to accept accountability for the future."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to detail the scope of the authority recently and insisted it was a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the extraordinary progress that's been made might evaporate swiftly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has come into football for the past two decades, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Elite Division Worries

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the concern of undermining the division as a high-quality offering of England. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he disclosed making donations to the political party in 2020.

The official contributed funds to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am presently disconnected from any form of political activity."
